Executive Summary

The Federal IT Modernization initiative requires a partner with proven expertise in legacy system migration, FedRAMP-compliant cloud architecture, and zero-trust security. Our proposal addresses all 142 mandatory requirements with direct evidence from 14 comparable engagements.

We propose a phased 18-month engagement with measurable milestones every 90 days, starting with a discovery sprint to validate the current state assessment included in Section 3 of the RFP.

1. Understanding the Mission

The agency's modernization mandate stems from a 2024 GAO audit identifying material risks in the legacy mainframe estate supporting benefits eligibility determination. Our team has executed two prior transitions of materially similar scope — at the Department of Veterans Affairs (2022) and the Social Security Administration (2024) — and we propose to leverage those reusable patterns where applicable while customizing for this agency's specific data model and stakeholder constraints.

2. Technical Approach

We propose a strangler-fig architecture, retiring legacy services incrementally rather than via a high-risk forklift migration. The phasing aligns with the four functional pillars identified in §3.1 of the RFP:

  • Phase 1 — Identity & access modernization (Months 0–4)
  • Phase 2 — Eligibility determination engine (Months 3–10)
  • Phase 3 — Benefits payment integration (Months 8–14)
  • Phase 4 — Citizen-facing portal & mobile (Months 12–18)

All workloads will be deployed on a FedRAMP High accredited boundary, with a documented zero-trust reference architecture aligned to NIST SP 800-207. Continuous ATO will be maintained via the agency's existing eMASS instance.

3. Past Performance

Across the past 36 months we have delivered 14 federal modernization engagements with a 96% on-time milestone rate and an average customer satisfaction score of 4.7 / 5.0 on the post-engagement survey. References for three named projects — VA-CDP (2022), SSA-NCPS (2024), and IRS-CADE2 Phase IV (2023) — are included in Appendix C with current contracting officer contact information.

4. Pricing & Commercial Terms

The proposed firm-fixed-price ceiling for the 18-month base period is $14.2M, structured as 90-day payment milestones tied to objectively verifiable deliverables. We are offering a 22% reduction relative to the agency's published independent government cost estimate, achieved through reuse of accredited components from our federal cloud reference architecture.

5. Risk & Mitigation Summary

Three principal risks have been identified: (a) data quality in the legacy estate, mitigated by a Phase 0 discovery sprint; (b) workforce transition for the agency's 240-person operations team, mitigated by an embedded enablement program; and (c) regulatory drift during the engagement window, mitigated by quarterly compliance review boards co-chaired with the agency CISO.
